The dub is full of moments like that, nearly every line is changed. The Japanese says nothing of the sort, Batou simply states that there's static in her brain, to which the Major jokes "生理なんだ" "It's because I'm on my period." That's a perfectly acceptable joke in English, and much wittier (because of course the Major can't menstruate at all), and I don't understand why it was changed. In the opening scene, for example, Batou tells the Major that he's surprised she can hear anything because there's so much static in her brain, to which she responds that it must be a loose wire. Some of the changes I really don't understand. Gratuitous swearing where there is perfectly calm and unemotional dialogue in the Japanese is inserted, and most of the monologues are pretty different in English. The dub completely changes an enormous chunk of the lines in the movie, mostly for no other reason that I can see but to make it more edgy. I'm surprised nobody's mentioned the actual dialogue. The report system votes will be counted, and weighed up against the previous criteria, on a case by case basis. All other forms of content are down to the community discretion, and the vote system.
